🌟 ศูนย์อำนวยการบริหารจังหวัดชายแดนภาคใต้ (ศอ.บต.) และกองอำนวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้า (กอ.รมน.ภาค 4 ส่วนหน้า) ร่วมกับสมาคมสถาบันปอเนาะ 5 จังหวัดชายแดนภาคใต้ กำหนดจัดกิจกรรมประชุมเชิงปฏิบัติการ “ส่งเสริมฮูกุมปากัต (ธรรมมนูญหมู่บ้าน) 9 ดี” สู่การปฏิบัติอย่างเป็นรูปธรรม ระหว่างวันที่ 9 - 11 สิงหาคม 2568 เพื่อเสริมสร้างภูมิคุ้มกันทางสังคมในพื้นที่จังหวัดชายแดนภาคใต้
📝 วันนี้ (11 สิงหาคม 2568) เวลา 09.20 นี้. ที่ ห้องเปรมปรีด์ โรงแรมหาดแก้วรีสอร์ท จังหวัดสงขลา พลโท ไพศาล หนูสังข์ แม่ทัพภาคที่ 4 / ผู้อำนวยการรักษาความมั่นคงภายในภาค 4 ร่วมประชุมเชิงปฏิบัติการเพื่อส่งเสริมฮูกุมปากัต (ธรรมมนูญหมู่บ้าน) 9 ดี สู่การปฏิบัติอย่างเป็นรูปธรรม สู่การเสริมสร้างกลไกการขับเคลื่อนฮูกุมปากัต (ธรรมมนูญหมู่บ้าน) 9 ดี ให้สามารถนำไปปฏิบัติให้เกิดผลสัมฤทธิ์ต่อไป โดยมี นายนันทพงศ์ สุวรรณรัตน์ รองเลขาธิการ ศูนย์อำนวยการบริหารจังหวัดชายแดนภาคใต้, นายมูฮำมัดซูวรี สาแล นายกสมาคมสถาบันปอเนาะ 5 จังหวัดชายแดนภาคใต้, พลตรี เฉลิมชัย สิทธินวล ผู้อำนวยการศูนย์สันติวิธี, นายเสรี ศรีหะไกร ที่ปรึกษากองอำนวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้า พร้อมด้วย ผู้แทนสถาบันศึกษา ส่วนราชการ ผู้นำศาสนา โต๊ะครู ผู้นำชุมชน เข้าร่วมการประชุม
💂 โอกาสนี้ พลโท ไพศาล หนูสังข์ แม่ทัพภาคที่ 4 กล่าวว่า รู้สึกยินดีอย่างยิ่งที่ได้มาร่วมเป็นส่วนหนึ่งและรับฟังการปรึกษาหารือเพื่อกำหนดแนวทางขับเคลื่อน “ฮูกุมปากัต” โดยนำข้อมูลจากพี่น้องประชาชนในชุมชน มาร่วมแลกเปลี่ยนความคิดเห็น ซึ่งเป็นกระบวนการที่เกิดจากพี่น้องประชาชนคิดและลงมือทำเอง และในฐานะที่เป็นอีกหนึ่งผู้ปฏิบัติงานในพื้นที่จังหวัดชายแดนภาคใต้ ได้รับรู้และเข้าใจสภาพปัญหา ตลอดจนแนวทางแก้ไขมาโดยตลอด ทั้งนี้ “ฮูกุมปากัต” ถือเป็นภาพรวมของชุมชน และเป็นกลไกสำคัญในการร่วมกันแก้ไขปัญหา หากชุมชนเข้มแข็ง สังคมก็จะเข้มแข็งตามไปด้วย โดยมีภาครัฐ หน่วยงานด้านความมั่นคง ทำหน้าที่สนับสนุน
🗣 แม่ทัพภาคที่ 4 เน้นย้ำอีกว่า “ฮูกุมปากัต” คือกระบวนการพัฒนาจากตนเองและขยายผลสู่ชุมชน สอดคล้องกับแนวคิดการพัฒนาอย่างยั่งยืนที่ยึดพี่น้องประชาชนเป็นศูนย์กลาง พร้อมทั้งใช้เวทีนี้สื่อสารถึงกระบวนการคิดเพื่อแก้ไขปัญหาความมั่นคงและความรุนแรงในพื้นที่ โดยนำแนวทาง Army Design Methodology (ADM) มาเป็นกรอบบูรณาการแก้ไขปัญหาอย่างครอบคลุมทุกมิติต่อไป

🌈 “Bina Kekebalan Sosial” – Panglima Tentera Bahagian Ke-4 turut serta dalam bengkel memperkukuh Hukum Pakat (Perlembagaan Kampung) 9 Baik bagi menyokong keamanan berkekalan di Wilayah Selatan Thai.
🌟 Pusat Pentadbiran Wilayah Sempadan Selatan (SBPAC) bersama Angkatan Tentera Bahagian Ke-4 dan Persatuan Pondok 5 Wilayah Selatan telah mengadakan bengkel Hukum Pakat 9 Baik dari 9 hingga 11 Ogos 2025. Tujuannya adalah untuk memperkukuh masyarakat agar dapat menahan pengaruh buruk dan membina keamanan yang kekal di kawasan selatan.
📝 Hari ini (11 Ogos 2025) jam 9.20 pagi, di Bilik Prempree, Hotel Haad Kaew Resort, Songkhla — Lt. Gen. Paisan Nusang, Panglima Tentera Bahagian Ke-4 telah menyertai bengkel ini untuk mendengar dan bincang bersama tokoh-tokoh agama, ketua kampung, pihak kerajaan, institusi pendidikan dan masyarakat, supaya “Hukum Pakat 9 Baik” boleh dilaksanakan secara nyata dan berjaya.
💬 Dalam ucapannya, Panglima berkata beliau sangat gembira kerana dapat bersama masyarakat, mendengar pandangan orang kampung sendiri. “Hukum Pakat” ini adalah hasil buah fikiran rakyat sendiri. Bila komuniti kuat, negara pun akan jadi kuat. Pihak kerajaan dan tentera hanya bantu sokong saja.
🗣 Panglima juga tekankan bahawa “Hukum Pakat” ini adalah proses pembangunan dari bawah ke atas — dari rakyat untuk rakyat — selari dengan pembangunan berteraskan rakyat dan keamanan yang berkekalan. Pendekatan ini juga gunakan kaedah Army Design Methodology (ADM) untuk rancang dan selesaikan masalah dengan cara yang menyeluruh.
✏️ Dalam bengkel ini, para tokoh agama, ketua kampung, dan wakil-wakil dari semua lapisan masyarakat telah berbincang, bertukar pandangan dan sepakat dalam setiap prinsip “Hukum Pakat 9 Baik”. Fokus utama ialah:
Yaqin (keyakinan/kepercayaan) yang teguh dalam jiwa,
Taat (ketaatan) yang betul mengikut ajaran al-Quran,
dan disesuaikan dengan peraturan kampung yang sedia ada supaya jadi amalan harian rakyat.
Akhir sekali, semua peserta juga berikrar untuk terus tanamkan yaqin dan taat, serta ikut laksanakan “Hukum Pakat 9 Baik” sebagai usaha bersama ke arah membina keamanan dan masa depan yang lebih baik untuk anak cucu di Wilayah Selatan Thai.

🌈 "Building Social Immunity" – Fourth Army Region Commander Participates in Workshop to Promote Hukum Pakat (Village Charter) '9 Good Practices' for Sustainable Peace in the Deep South
🌟 The Southern Border Provinces Administrative Center (SBPAC), in collaboration with the Internal Security Operations Command Region 4 Forward (ISOC Region 4 Forward), and the Association of Pondok Institutions from the five southern border provinces, jointly organized a workshop titled "Promoting Hukum Pakat (Village Charter) 9 Good Practices Towards Tangible Implementation", held from 9 to 11 August 2025. The aim is to strengthen social immunity in the southern border provinces.
📝 Today (11 August 2025) at 09:20 hrs., at the Prempree Room, Haad Kaew Resort Hotel, Songkhla Province, Lieutenant General Paisan Nusang, Commander of the Fourth Army Region / Director of ISOC Region 4, attended the workshop to support the tangible implementation of the Hukum Pakat 9 Good Practices. The objective is to reinforce community-based mechanisms that can drive these practices effectively and sustainably.
Also in attendance were:
Mr. Nantapong Suwanrat, Deputy Secretary-General of SBPAC
Mr. Muhamad Suwree Salae, President of the Association of Pondok Institutions of the Five Southern Border Provinces
Major General Chalermchai Sitthinuan, Director of the Peace Operations Center
Mr. Seree Srihakhai, Advisor to ISOC Region 4 Forward
Alongside representatives from academic institutions, government agencies, religious leaders, tok gurus (Islamic teachers), and community leaders.
💂 On this occasion, Lieutenant General Paisan Nusang expressed his appreciation for being part of the consultation forum aimed at advancing the implementation of Hukum Pakat. He highlighted the importance of incorporating insights from local residents and emphasized that this initiative is driven by the people, for the people.
Having long served in the southern border provinces, the Commander stated that he understands the challenges on the ground and the potential solutions. He underscored that Hukum Pakat represents a collective vision of the community, forming a key mechanism for addressing local issues. A strong community, he noted, leads to a strong society — with government and security agencies playing a supporting role.
🗣 The Commander reiterated that Hukum Pakat is a grassroots development process designed to be expanded and adapted by communities themselves. It aligns with the concept of sustainable development that centers on the people. The workshop also served as a platform to communicate strategic thinking on addressing security and violence-related challenges, through the integration of the Army Design Methodology (ADM) — a holistic problem-solving framework.
✏️ The workshop on Hukum Pakat (Village Charter) 9 Good Practices provides an inclusive space for all sectors — particularly local religious leaders who hold the trust and respect of the community — to exchange views and reflect collectively. The goal is to ensure the successful implementation of the Hukum Pakat principles, emphasizing the cultivation of:
Yaqin (faith and unwavering belief) deeply embedded in the spirit,
Ta'ah (obedience and discipline) aligned with the teachings of the Qur’an.
Communities are encouraged to adapt the 9 Good Practices to fit with their traditional Hukum Pakat frameworks, integrating them into everyday life. The process also includes Shura (consultative deliberation) to jointly approve the practical application of each principle, using worksheets and group commitments.
The collective pledge to instill Yaqin and Ta'ah, and to practice the Hukum Pakat (Village Charter) 9 Good Practices, reflects a unified effort to build sustainable peace. It acts as a “social vaccine” — cultivating good citizenship and securing a better future for the next generation in the southern border provinces.
